Where the 98 Nm shows up

On a diesel the useful change is torque, not peak power. Going from 250 Nm to 348 Nm fills in the mid-range, which is where a Peugeot 2008 actually spends its time — pulling from 1,800 to 3,000 rpm in a high gear, overtaking without dropping two gears, towing or carrying weight without the engine falling on its face.

Peak power moves too, 100 hp to 145 hp, but you will feel the 98 Nm far more often than the 45 hp.
